Improved Streets Corporations Cause Much Trouble
The first report of the consolidated street department to Mayor Matthews by Henry H. Carter details a merged service for streets bridges and sewers aimed at cutting costs and boosting efficiency. It notes 1891 expenditures of 2.399 million dollars, 7.75 miles of new or improved streets, and heavy macadam use increasing maintenance costs. It advocates a brick subway for wires and pipes, nine sweeping districts, and tighter control of culverts, watercourses, and suburban sewerage, plus reforms in street watering and offal disposal.
