Holloway bid forfeiture on I-77 project contract dispute

The Virginia State Highway Department forfeited Holloway Construction Co.’s $780,000 surety bond after the Wixom Michigan firm refused to sign a contract bid. Holloway claimed a $16 million bid, not $13 million, due to a 20 percent arithmetic error. Vecello & Grogan, Inc. of Beckley WV won the $14.7 million 2.7 mile I-77 segment award, with Holloway objecting to the lower figure.
