Washington May 11 Wheat flour substitutes should sell 10 to 20 percent below wheat flour. Food Administrator Hoover directed safe food administrators to require wholesalers to curb retailers failing to justify prices by cost. Cornmeal and oatmeal to be 20 percent cheaper. corn flour and barley 10 percent below wheat flour.
