Michigan taxes show sensitivity to economy says expert
Henry Steffens of the Michigan Survey warns that tax revenue relies heavily on sales, gasoline, and motor vehicle taxes which rise with prosperity and fall in downturns. He notes that sales tax accounted for 55 percent of revenue in 1947, with gasoline and motor vehicle taxes contributing 13 and 11 percent, and forecasts increases in these taxes despite potential declines in bad times. He also highlights earmarking for cities and schools under the sales tax and cautions budget planners to avoid basing programs on volatile revenues.
