Fair Campaign Panel Finds Kennedy Distorted Keating Record
A three man FCPC panel found that Senator Kennedy's remarks during his campaign against Senator Keating led to substantial public distortion of Keating's position on the nuclear test ban treaty. The panel noted the year 1964 featured vicious propaganda and that both campaigns and FCPC handling were hurt. Kennedy defended his Syracuse Univ speech as fair and criticized the panel’s use of limited reports. Nizer dissented, joined by Cardinal Cushing and Ralph McGill, arguing Kennedy’s statements stayed within fair campaigning.
