Interpretive showdown over full employment bill in U S
Washington notes that after months of talks President Carter and congressional sponsors agree on the text of a compromise full employment bill but clash over its meaning. The plan aims to cut unemployment from about 7 percent to 4 percent by 1983 with flexibility on methods. The administration would need to set policies aligned with the goals, yet officials say the bill does not bind them to specific actions. Carter supports the bill while warning the objective is ambitious and may be hard to achieve.
