Rusk clarifies Viet Nam remarks and aims for civilian rule
Secretary of State Dean Rusk rejected claims that Ky pledged to keep a military government for another year and noted Ky spoke only of an election in 1967 without a timing. Rusk said civilian government in 1967 is unlikely due to constitutional drafting needs and questioned UN supervision. He defended U.S. conduct, rejected Fulbright’s charges of arrogance, and dismissed Saigon as a brothel while noting most servicemen fight as directed.
