Hoff Seeks Extra Million for Vermont Budget Needs

Gov. Philip H. Hoff warned that an additional one million dollars in revenue is necessary to fund the forthcoming biennial general fund budgets. He argued the need persists despite potential cigarette tax rises, tax law changes, and higher telephone taxes, citing the Senate Appropriations Committee’s 92 million general fund plan. Hoff favored using 1.4 million from anticipated surplus for regional vocational education and urged applying the remainder to complete Castleton and Johnson State College campuses. He also warned he would veto a bill banning selling obscene literature to minors if deemed unconstitutional.

The decision voided a contract clause giving hiring preference to Local 2 members, seen as ensuring union labor on plumbing work. Meany, former Local 2 head and AFL-CIO president, is cited.
