Welfare Bill Faces Legislative Fight
Two major administration backed bills head for the Vermont legislature as the session reaches mid point. A sweeping welfare bill would shift welfare duties from towns to the state Department of Social Welfare and abolish town auditors in favor of local welfare officers under state pay. Gov. Hoff backs the plan saying it will expand services and cut local tax costs. Republicans oppose, citing the loss of a $4.3 million town program. The second bill seeks 10 to 15 percent pay raises for about 4,000 state workers and department heads, to cope with rising living costs and attract staff. A third tax reform package would repeal the poll tax and $5 old age assistance tax, costing nearly $3 million annually, offset by a piggyback 25 percent state income tax on federal liability, hitting higher earners more than current rules.
