Carter names 15 to panel to curb urban decay nationwide
President Carter appointed fifteen new members to a National Commission on Neighborhoods aimed at fighting urban decay. Chairman Joseph Timilty said the White House meeting signaled the movement could speak for itself as the panel studies experimental programs for about a year. The group will address mortgage redlining, racially changing neighborhoods, aid programs that left blocks abandoned, crime, and business retreat from declining districts. Gale Cincotta of National People's Action heads a prominent group in the effort.
