State Pollution Talks on Industry Waste Control
Dr Quebedeaux notes industries should treat waste materials as by products of ingenuity. Phillips Chemical spends 25 percent of capital on air and water pollution, while most invest less than one percent. From 1956 to 1961 the channel was cleaned through cooperative industry action. City of Houston resisted. Since 1961 the State Water Pollution Board issues permits to dump chemicals, tainting the channel and marine life.

Council members debate funding six extra police officers and a 30 pay raise plan. City manager Lanham notes no talk of eliminating officers. If tax increases fund all raises, the tax rate could rise to about 132000 dollars, with some suggesting broad pay hikes for city workers if approved.
