Medicare Funding Debate Shapes Social Security Policy
The Senate debated Medicare financing with a plan to boost retirement payments by reallocating Social Security taxes and applying the tax base to a $400 base. A GOP substitute by Sen. Morton proposed using federal lands to fund private health insurance premiums up to $125, with scales for higher earners, but the measure failed on a voice vote. An amendment by Sen. Douglas allowed states to let 2.2 million old age assistance recipients earn $50 monthly without penalties, easing reliance on relief funds.
