Bonded upgrades and sewer crisis in growing Baytown
The city hall improvements are cited as a morale boost and efficient governance. A $2.15 million sewer expansion plan in 1965 now faces a proposed $32 million upgrade as the Water Quality Board flags overloaded plants and contamination risks from rain. New subdivision lines are planned to meet demand, with financing to come from user fees.
