Patent System Faces Reform Calls From National Commission
Editorial reviews the National Patent Planning Commission report chaired by Charles P. Kettering. It argues the patent system supports American enterprise but could improve with compulsory recording of agreements, universal recording of future contracts, a defined invention standard, a single patent appeals court, and patent life limited to 20 years from application.

Federal aid unlikely for Bath incinerator plans
Local officials say federal funds will not back an incinerator project in Bath. A landfill by refuse only plan may qualify for federal aid and could come before the August city council meeting. The method would create usable land along the waterfront by dumping refuse minus garbage then grading and compacting to form solid ground. It has been used in several cities and is analogous to the World’s Fair site in New York. Government support is noted for this waste disposal approach in Bath.
