Charleston, May. Special. The dispensary constables here are on the war path today, presumably under instructions from Columbus. They seem aggravated by Judge Simonton's decision yesterday granting a permanent injunction prohibiting the enforcement of that part.

From Santiago de Cuba May 2 dispatch reports rebels swelling with Maceo and Gomez in command. Insurgents, largely black or mulatto, harry Spanish troops with guerrilla tactics while plantations around Santa Anna and Jarahueca lie deserted and sugar crops unfinished. Maceo directs tactics to fight in favorable positions, while proclamations urge Cuban unity and independence.
