Navy reform urged by Luce cites waste in bureaus and calls for consolidation
Rear Admiral Luce argues from official Navy reports that the eight bureau system creates delay and waste in building ships and managing repairs. He notes past secretaries faced similar issues and that centralizing purchases improved efficiency, while warning that nonmilitary governments often fail at similar tasks. The piece ends by contrasting naval reforms with broader government waste and urging action.
