Cleveland mayor race turns to conduct and background

In Cleveland the 1969 mayoral contest between incumbent Democrat Carl B. Stokes and Republican Ralph J. Perk shifts focus to campaign conduct and personal records. Both sides accuse the other of fishing private files and planning targeted appeals to Black East Side and White West Side voters. Stokes, the first elected Black mayor of a major U.S. city, accuses GOP operatives of stealing campaign memoranda while Perk rejects debate and counters with his own criticisms of Stokes. The exchange includes calls for televised programs and strategic outreach, with endorsements noted for Stokes from local outlets. The piece also contains stray, garbled lines about unrelated individuals and a misparsed family note, likely OCR noise.
