May 21 report from Washington says Assistant Secretary of the Treasury L C Andrews quits the dry system. Dr James B Doran becomes federal prohibition commissioner with a hard line on supply and traffic, while Seymour Lowman succeeds Mellon ally Roy A Haynes.
Ohio highway director George F. Schlesinger told the Ohio State Automobile Association that new road projects will be reduced by one third from the planned program due to lack of funds. He blamed the legislature for stripping county and outlying areas, describing changes to transcontinental highway numbering in the state.
In Jorvis Michigan on May 21 1945 Andrew P Kelne known as the mad butcher of Bath was buried without funeral rites or friends. A plain wood coffin was lowered into the grave with flowers nearby and a pile of loose dirt beside it, no ceremonial burials performed.

Lawrence May 21 United Press Men students at the University of Kansas plan a campaign to eliminate drinking at dances and socials. Resolutions by the Mens Student council call for steps to end excessive drinking at farewell parties. A prior raid led to arrests of four men and one women student on drunkenness charges. University authorities and local police raided several parties as authorities curb drinking.

Francesco de Pinedo, Italian aviator, aims to depart Trepassey Newfoundland tonight for the Azores, about 1,600 miles southeast, continuing toward Rome. He intends to complete his Across Atlantic trip by flying from the Azores to Europe.
At Roosevelt Field on May 21 Clarence D. Chamberlin announced the Bellanca flight to Paris would not depart tonight after all preparations were completed for a 8 p.m. takeoff. He indicated a departure may not occur tomorrow.
Lindbergh ends western hemisphere farewell with a dramatic dive through St Johns Newfoundland harbor. He swooped low over the water and through a narrow canyon between two hills scarcely 200 feet wide, then turned eastward at high speed. The feat gave St Johns a vivid sendoff to the flight.
