Athens Population Figures Questioned Over City Estimates
Mayor Raymond Shepard reacts to an Ohio Department of Development estimate placing Athens population at 18 330, noting it includes Ohio University students. He cites a local study of 13 000 residents and argues the true number should approach 23 000 or 25 000 with student enrollment rising, urging federal authorities to adjust enumeration policy.
