City Board to License Stable Owners and Clean Yards
The Board of Health in the Mayor’s office ordered Bower Bros to clean their North Court yard and divert wash water and manure to a storm sewer with proper receptacles. Finsterwald Bros were told to abate a nuisance on East State street. The board debated city drainage and licensing rules for stables and horses, requiring inspections, sanitary standards, and possible fines. Sanitary Policeman Eli Roush received praise though salary concerns prompted calls for broader sanitation patrols. The Moore property drain on College street was to be removed or repurposed to stop foul effluent onto the pavement.
