Husted rules Athens County charter should not be on ballot
Secretary of State Jon Husted ruled that Athens County and two other counties may not place proposed charters on the November ballot. He said charters must provide for all duties imposed by law, finding the proposals severely limit county powers. The ruling follows protests by supporters and county election board decisions.
