Atlanta Georgia August 21 Special vermr Smith signed the disfranchisement bill and ordered its advertisement and submission to voters in the October 1908 general election. The measure includes a $2,207,790 appropriation for ratification and is the first major reform act signed by the governor aside from prohibition. Dr. A M Soule president of the new 100000 dollar Athens agricultural college delivered a second public address urging industrial education and district schools as aids to the main college. He cited cattle feeding gains from cotton seed wheat and plans to work at Athens with an experimental farm. J A Aycock former Cotton Seed Crushers president will speak on the business relation of cotton mills to farmers.
