Selma signals a major project with an oil refinery and seed oil mill to cost between 8500,000 and 400,000,000. The plant would anchor related industries like a soap factory, with Selma chosen for its central location and four nearby mills. The venture aims to begin this summer for fall operation.
Southampton reports the St Louis docked at 2 PM as Mr and Mrs Andrew Carnegie landed after March 15 voyage. Delegations from Woolston Reading and other towns pressed for libraries and aid while Hartley college sent sixty representatives. The Pueblo daily reports ex Senator Edward O. Wolcott of Colorado will be appointed secretary of the interior to succeed Hitch cock. The announcement is expected in Washington tomorrow as Wolcott’s friends in Pueblo anticipate the move.

The Daily Mail Kobe correspondent says Russia grows openly aggressive in Korea and may press further demands linked to Ma San Pho.
Berlin reports official circles expect a satisfactory adjustment of the Tien Tsin land dispute as the British and Russian guards occupy the area. The press regards the incident as non vital and believes Britain will yield.
