General Rios cables from Manila that the Philippines situation is grave with rebels concentrated near Manila preparing an attack. He notes natives in the Visayas refuse American landings and the Americans have halted disembarkation to avoid bombardment of Iloilo. He claims rebels will fight before US reinforcements arrive as Aguialdo’s proclamation stirs enthusiasm.
