Canady to make the procedure a felony with fines prison terms up to two years and civil suits. Opponents argue it covers rare cases only when the mother's life or severe fetal issues are at stake. The bill faces a tougher path in the Senate and a possible veto from President Clinton. This marks the first congressional attempt to restrict abortion since Roe v Wade.
