Uniform Tax Bill Sparks Debate in South Carolina Senate

The South Carolina Senate opened debate on a proposed uniform tax article for the state constitution. Sen. E. N. Zeigler outlined a plan giving the legislature power to classify property by use into seven categories and tax them at different rates while preserving the current actual value mandate for county assessments. He warned it is the most controversial article, arguing it aims to streamline laws amid federal court pressures on school funding. Zeigler is a Democratic Senate candidate and led the discussion in Sen. Marion Gressette recovery absence.

Talkathon Threat On College Bill Sparks Senate Filibuster

The South Carolina Senate may fight a prolonged filibuster during the 1972 session over a bill to authorize a comprehensive community college system. Senator James P. Stevens and Spartanburg County senators oppose a provision giving the Higher Education Commission power to veto expansions of two year regional colleges into four year schools. The Education Committee inserted this amendment into a House bill allowing a two year university branch to add junior classes at 700 full time students and senior courses at 1,000. Stevens plans an amendment to abolish the commission, while Senator Rembert Dennis notes current law requires commission approval before new programs.
