Sanford backs cigarette tax rise tied to income tax cut
Gov. Mark Sanford supports raising the cigarette tax to 53 cents per pack if linked to a bill cutting personal income taxes over 15 years to help balance South Carolina's about 1 billion dollar budget shortfall. He notes House and Senate split on Medicaid funding and votes today would likely differ. He also heads to Alabama for two weeks of reserve duty as leaders discuss refinancing tobacco settlement bonds to fund Medicaid. In Columbia, Judge Dennis Shedd was sworn into the 4th U.S. Circuit Court of Appeals in Richmond, with remarks on impartiality and 200 attendees including Sen. Hollings and other officials.

State workers bear brunt of bad economy in South Carolina
In Columbia, state employees face layoffs, higher health insurance premiums, and no salary increases as a nearly one billion dollar shortfall forces agency budget cuts. About 4,000 fewer workers remain, pushing remaining staff to take on extra duties while pay rises stagnate. A one time $200 bonus is planned for workers earning $30,000 or less, and health plan costs may rise by as much as $48 monthly. The Teacher and Employee Retirement Incentive program may be ended.
