California Supreme Court upholds governor parole veto power
The California Supreme Court ruled 5-2 that Gov. Gray Davis may block parole for convicted murderers under a 1988 constitutional amendment, as long as vetoes rest on rational grounds and avoid race or discrimination. The decision rejected claims of an arbitrary blanket policy and noted Davis reversed 160 parole decisions in his first term, freeing two women with battered women syndrome.
