Texas legislature opens with swift action and new leadership
The 64th Texas Legislature began with a bang as Senate committees were named promptly by Lt. Gov. Hobby and Rep. Bill Clayton was elected speaker in Austin. Clayton delayed naming other committees to pursue requested rules changes while Gov. Briscoe sent emergency measures including a state employee pay raise and an $80 million stop gap for schools. Senate speed set records in organization as Don Adams and Pete Snelson swapped chairmanships and the body moved to expand unemployment benefits and secure $5 million in federal funds.
