Capitol proposals target life parole ban and death penalty rules
Rep Lynn Nabers outlines bills for the 68th Legislature including HB 291 to prohibit parole after a life sentence for capital offenses and require specific jury instructions. He plans HB 200 to retain the death penalty under certain Supreme Court conditions and HB 225 to fund occupational extension centers via the Texas College and University System. He also mentions a future measure to bar probated sentences for murder with malice and notes prior veto history of a similar career-education bill.
