Richmond dispatch reports Governor Davis appoints Robert E. Williams commonwealth's attorney for Buchanan county to the State Corporation Commission replacing Alexander Forward who left for a six month Red Cross mission. Williams, 40, brother of John W. Williams, has 16 years in Buchanan law practice and is in his third term as prosecuting attorney. Opinion says he may become chairman while Rhea acts as chairman.
The appointment of Mr Williams may be temporary as Mr Forward’s absence for Red Cross work leaves the commission short. Governor Davis is expected to appoint a temporary successor and has named Mr S L Lupton of Winchester to fill Commissioner Garnett’s post. The Times Dispatch notes Lupton is likely to become permanent chairman when a new member is named.

Amsterdam dispatch reports the Coun t of Workmen and Soldiers in Berlin adopting a resolution praising Russian soldiers and urging the postponement of relations with the Bolsheviki. Also notes Mrs Lemuel Anderson is recovering from pneumonia.
Exchange Telegraph dispatch from Amsterdam reports the former German Kaiser under the alias Count Hohen zollern accepts Dutch government plans. He will receive treatment accorded other high officers and remain in the castle at Marn.
Roanoke dispatch reports Harris Hart state superintendent urged trustees and boards to pay teachers their salaries during enforced school closures from influenza. Officials largely concurred with full pay where possible and half pay where idle. scarcity of teachers and low salaries influenced the policy.

BERNE November 18 A general strike was called in Switzerland today and troops were ordered out as the Bolshevik legation faced expulsion amid rising unrest and government measures.
The Northern Virginia Power Company received 25 000 fish from the Bureau of Fisheries. Millville manager C C Moler released them in the Shenandoah at Big Eddy, primarily black bass and sunfish. A new fish ladder near Millville allows fish to travel up or down the dam, approved by the Bureau of Fisheries.

London wires from Copenhagen report Swedish socialists inspired by the German upheaval issued a manifesto calling for a conference of socialists at Strocktholm. They demand workmen and soldiers councils to establish a Swedish republic and an eight hour workday.
War Department officials announced that men aged 37 to 45 need not fill out draft questionnaires. General Crowder prepared the ruling. Local draft agents were instructed to continue classifications for those who had turned 37 but not 45 and to resume sending questionnaires to registrants who had reached 18 on September 12.
The crown prince Frederick William, 36, was slain by his escort near Holland. Reports claim his body was found after a German boat chase. he was shot and bayoneted by the troops escorting him. He led the Junker faction blamed for much of the war.
