Depredations by Britain and France prompted Congress to enact the Embargo Act and Non-Intercourse Act. In Winchester and Frederick, residents formed a society to encourage home-made goods. Philip Nelson, son of Gov. Nelson, led as president in 1811 with Lawrence Augustine Washington as secretary. Premiums ranged from five to sixty dollars for woolen goods, and the 1813 meeting at an area factory awarded ten dollars for cotton cloth manufacturing.

Arrests Set Record for Single Month in Winchester
A record high 227 arrests were reported in Winchester last month, per Desk Sergeant Warren Rudolph. The prior peak was 215 in October of last year. One hundred eleven were booked for drunkenness and fifty two for disorderly conduct. Twenty four distinct violations were charged. In the lockup were 77 white and 16 colored persons, including nine white and two colored women.
