Frederick County Board of Supervisors votes to table any action on a compulsory rabies inoculation ordinance for dogs until the July meeting. The tabling was proposed amid a delegation led by Dr Hartmut Doerwaldt requesting action.
Front Royal voters hear a fluoride water proposal from Dr. Ray Collins and other officials. A committee may study adding fluoride with an initial setup cost under $5,000 while 26 percent of Americans already use fluoride in water. The group also tackles a soot issue in Royal Village and VEPCO power line routing.
Racial tensions persist in Birmingham as 3000 troops stand by for new outbreaks. Night violence injures two, with damaged property and a knife attack on a white youth. Two Negro suspects are held for assault on officers during Sunday riot.
A deer was killed yesterday afternoon on Rt 522 about 11 miles north of Winchester State after a foreign make car driven by Billy Gibsden of Louisville Kentucky struck it. The crash damaged the hood and windshield of the car. Trooper D A Sheetz filed the report. BOYCE The annual meeting of the American Boxwood Society will be held at Blandy Experimental Farm near here tomorrow. Registration starts 10 30 a m with speakers George M Darrow of the U S Department of Agriculture and Prof A S Beecer of VPI. Interested citizens may attend. A three man presidential panel laid guidelines for gradually removing most firemen from freight and yard trains amid a work rules dispute that could trigger a nationwide rail strike. Safety must determine job moves and cuts to be negotiated with arbitration if needed. The panel sees narrowed railroads and unions talks within 30 days.
Mrs. Frank Baker Sowers 46 of Clarke County died in a crash on Old Rt. 50 east of here when an eastbound car crossed the road and struck a tree on a rain dampened secondary road. A dog survived with injuries. Rescue squads transported the victim to the hospital.
Local 3025 of the International Brotherhood of Electrical Workers said its five week work stoppage against General Telephone Co. of the Southeast in West Virginia and parts of Virginia and Maryland ends. Frank W. Adams reported an almost unanimous union vote to accept a two year contract including four wage adjustments and major medical benefits with restoration of service starting tomorrow. The earlier wage demands of ten cents an hour, hospitalization and an eighth holiday were among the items discussed at a bargaining session in Durham North Carolina attended by company officials. The previous contract expired in February after fifteen months.
A heavy rain fell today boosting thirsty crops with .68 inch at the Winchester Fruit Research Laboratory. May rainfall reached .80 inches, far below the 50 year May average of 3.83 inches. Temperatures ranged from 47 to 68 degrees with cooler conditions than expected and a forecast for highs in the 70s.
Reading England AP reports Hen niker Thorp aged 99 contracted mumps, a record age for the illness. Doctors say they have never heard of such a late case and plan to document it as a medical record. The patient wonders how he caught it.
Bids for the proposed Stephens City sewer system will be opened tomorrow. The town plans a $165,000 bond issue after contract award in June. Only about 70 of the required 100 user commitments have signed up.

Cape Canaveral AP A top US team of space scientists failed to start a diesel engine delaying the Atlas rocket launch. Astronaut L Gordon Cooper Jr waited in the Mercury capsule as fuel impurities halted operations for 2 hours 9 minutes before the countdown resumed. The diesel powers the 123 foot high 450 ton gantry service tower moved on railroad tracks to the rocket.
The White House said President Kennedy will ask Congress for authority to retaliate if Britain seizes U S planes amid a dispute over North Atlantic air route fares. Pierre Salinger indicated the bill would be sent to Congress later today and noted only that lawmakers were informed of the situation. British and other governments press Pan American and TWA to raise fares despite U S objections. Amery warned Britain may confiscate American airliners landing in London.
