Potomac Edison cited a lightning strike on a transmission line near Martinsburg West Virginia as the cause. Forecast calls for near average temperatures in the 70s and about one inch of rainfall midweek and again over the weekend. Total weekend rainfall was .47 inches with .07 Saturday and .36 Sunday. Monthly rainfall reaches 2.16 inches and year to date 11.12 inches.

Committee opposition seeks amendments or reforms and a temporary extension is seen as likely. Kennedy cites inflation fight as reason to extend, while Dirksen senses a temporary measure possible. The package also includes a Nixon plan to remove about 2 million families from the tax rolls and repeal most investment tax credits.
Deck officers halted work on American flag vessels across East and Gulf Coast ports over pay parity demands. About 11,000 members began a strike at 12 01 a m EDT after contracts expired. Port impacts include New York Philadelphia Houston and New Orleans with several ships tied up. Federal mediator Kennedy seeks quick talks as unions push for captain salaries to match levels of chief engineers and overtime. The three month ILA strike's aftermath still lingers on the industry.
Georges Pompidou, aged 57, won the French presidency with 57.78 percent of the vote over Alain Poher as 31 percent abstained. He pledges liberal foreign policy and a broader government while maintaining De Gaulle era policies. Poher conceded and Pompidou prepares to name Jacques Chaban-Delmas premier.
Richard Lee Nicholson Jr. 21 of Winchester has pleaded guilty to abduction and rape of a Clarke County teenager last July. The trial was canceled as the judge heard testimony from the 16 year old at the Clarke County Courthouse in Berryville.
In Segovia Spain a brand new mountain resort restaurant collapsed during a supermarket staff meeting injuring many. Police detained four men including the housing development director architect foreman and contractor as investigators probe the sudden disaster that trapped hundreds under a collapsing roof and floor.
The Supreme Court held the House lacked authority to exclude Rep. Adam Clayton Powell in 1967. Chief Justice Warren said a member elected by constituents who meets constitutional qualifications cannot be kept from taking a seat, despite past House actions. Powell had been barred after misconduct findings but was reelected and seated in the 91st Congress.

Washington union carpenters voted 435 to 387 to reject a three year wage offer raising hourly pay to 7.34 in November 1971. The Contractors Council proposal would have led to about 11 744 a year for 6500 carpenters based on a 1600 hour year. The seven week strike idled thousands and pressure built to seek a 3 settlement from earlier talks.
