President Kennedy unveils the largest income tax cut in history in a three year phase, aiming to reduce individual top rates from 91 to 65 percent and corporate tax from 52 to 47 percent. The package totals about 13.5 billion in revenue loss, offset partly by tax reforms and a domestic peace corps proposal.
Winter’s severe cold and snow engulfed most of the nation with no sign of relief. Deaths from exposure fires and crashes rose above forty as travel halted and hazards spiked across regions from the Great Lakes to Florida.
West Virginia fish from the state department of natural resources will be tagged with gold Centennial tags to commemorate the 100th birthday in cooperation with the West Virginia Centennial Commission. President Charles de Gaulle announced France will not join the Nassau Bahamas accord on a multinational Polaris force. He said France will build and use its own atomic defense and may develop missiles only if Paris later gains submarines and warheads. Britain has accepted Polaris. White House offered no immediate comment.
Sen Barry Goldwater of Arizona says he wants a year to decide on entering the 1964 presidential race. He told a Chicago reporter he prefers a fluid position to gauge the situation. In sports news, the Chicago White Sox trade Luis Aparacio and Al Smith to Baltimore for Ron Hansen Hoyt Wilhelm Dave Nicholson and Pete Ward.
The State Supreme Court overturned a lower court ruling and held Stephens City would keep its current size. The ruling means the town remains about 900 acres with roughly 860 residents, despite prior estimates of 40 acres and 260 residents. Mayor Lynn Comer welcomed the decision as restoring the town’s charter and funds.
The State Supreme Court reversed a Winchester damages award to the city and two residents in a derailment case. The railroad was found not liable after evidence showed proper switch handling and a child trespassed onto the right of way. The decision clarified municipal boundary issues and disputed earlier tax claims for Stephens City.
