Mrs. Joseph A. Massie Jr. will lead the Department of the Queen and Her Court for the Shenandoah Apple Blossom Festival on May 2 3 4. Her selection was announced by Charles Toan president of the 1963 spring celebration in Winchester Virginia.
In Lynchburg a local election supervised by the National Labor Relations Board resulted in a 76 to 18 vote against representation by the Teamsters Union. Lynchburg Westover allies rejected joining the union.
In Saigon seven U S Army helicopter crewmen died when an H21 troop carrier crashed on a small island in the Mekong River delta. Communist ground fire was ruled out as the cause. The craft flipped and fell 2 500 feet while returning with two other helicopters. Rescue teams scoured debris through the night with little salvageable remains.
Wilson C. Dickson of the Virginia Employment Commission reports a steadily rising employment and work force in Winchester, Frederick and Clarke Counties. Total unemployed about 1,000 with 70 fewer than last year. 10 percent in food processing. The office filled about 1,800 jobs in the past year and unemployment benefits paid around 300,000 since Dec 1, 1961, down from 460,000 a year earlier.
President Kennedy plans a two stage income tax cut starting July 1 with a second cut next year totaling about 10 billion dollars. The proposal would offset gains by trimming exemptions and special treatments to raise revenue later. Officials expect the State of the Union and budget outlines to include the plan and foresee a lengthy legislative process before any measure becomes law.
Two Florida units join the Grand Feature Parade of the Apple Blossom Festival on May 23. The Miami Edison Senior High School Cadets will attend as in prior years, and Hillsborough High School Big Red Band from Tampa led by Steven Solak brings 100 musicians with 16 dancerettes. The band has appeared in St Petersburg and Cherry Blossom Festival and will head Tampa’s 1963 Asparilla parade.

Katanga leader Moise Tshombe secretly left Elisabethville and appeared in Ndola, signaling a possible final stand against U.N. forces while pledging peace and unity. Diplomats and U.N. officials noted mixed signals as Tshombe planned to return to Elisabethville and then Kolwezi, the key mining town, with U.N. reporting the peaceful occupation of Sakania on the border.
The fog over the area yesterday evening should yield to colder air tonight with light snow flurries forecast. Temperatures dip further tomorrow night with a high around 40 today and a low of 35. A year ago the area faced a deeper cold wave with a low of seven above zero and a high of 32.
