Hawse Urges End of Restrictions on Private Schools

John J. Hawse, district supervisor of the Vocational Rehabilitation Service, urged removal of restrictions on privately operated schools to protect the state training program. He cited a referendum on a constitutional convention to amend Section 141 and noted hundreds of disabled Virginians benefiting from private schools since 1920. He said about 150 schools serve the program, two thirds private, with 287 students in 101 institutions affected by a state court ruling.

Restrictions on the State Rehabilitation Agency Training

The passage argues that restricting use will increase training costs as many deprived individuals lose access to nearby private schooling, harming the vocational training program and its effectiveness. It emphasizes the need to avoid curtailing opportunities for rehabilitative education.
