Richmond, Feb 24 The Harman Bill to take over all county roads by state control was favorably reported by the House Committee on Roads and Internal Navigation with only two members voting against. A committee amendment preserves county route approval by boards of supervisors and the state highway commission. Chairman Henry G. Shirley projected a $5,000,000 yearly state cost, funded by reallocating gasoline tax revenue and other highway funds. The bill would abolish county roads and transfer mileage, with maintenance funds only, leaving road establishment decisions to the boards and highway commission. Each county would receive at least its prior gasoline tax share, with extra funds allocated where needed most. The measure seeks county unit treatment, not district-based. A question on city street maintenance funds was answered as present, and towns were urged to be barred from county elections.
