Soviet leader Leonid Brezhnev opened the 25th Congress with a pledge to advance detente "with redoubled energy" while noting US circles resist improved relations. Front Royal and Warren County residents vote today on a historic consolidation referendum offering a choice between a city charter and a modified county executive form.
