Le Duc Tho North Vietnam's Paris peace talks adviser met Premier Kosygin in Moscow. Tass described the talk as between fraternal friends with full mutual understanding as Tho travels via Moscow to Hanoi en route to Peking.

A 17 year old Dallas area cheerleader Janie Lewis escaped unharmed when police gunfire killed the pistol wielding captor Freddie Mullins 21 locked in a Mesquite cafeteria. Mullins who had previously served time for armed robbery in Minnesota held the girl for hours as a crowd gathered. Dallas County officers exchanged shots with Mullins who finally fell after three bullets struck him.
Civic Center plans hinge on Winchester and Frederick County allocating 100000 yearly for four years to begin construction this fall. The project, on Millwood Ave between The Armory and Shenandoah College, is a joint city county venture with total costs around 800000, with 400000 from each side. Existing funds exceed 100000, to be used for furnishing and equipment. Federal financing was deemed impractical due to stipulations.
Frederick County supervisors faced strong opposition to two petitions. Shenandoah Pools sought eight acres on Rt. 50 West for a motel, asking rezoning from Residential to Business. T G Adams asked for a Trailer Ordinance exemption to permit a mobile home residence subdivision near Stephens City.
Flag display in Winchester drew praise from Ralph Mulvey and residents. H K Benham III said most stores flew flags with more expected on upcoming Saturdays and home days. Mulvey noted returning servicemen are often underappreciated and a local woman with a husband in Viet Nam praised the display.

A Venezuelan government owned DC9 with 73 on board was hijacked by five armed men after departing Maracaibo for Caracas. The plane landed in Santiago de Cuba at 8 28 a m EST and was reported by the FAA to have been diverted to Havana earlier. The flight was Aeropostal Flight 305.
MIAMI RP The 110 passengers hijacked to Cuba Monday were allowed to fly to Miami five hours later aboard the pirated plane touching off speculation that Fidel Castro has changed his policy toward the unscheduled Havana hops. The return marked the first time in 27 hijacks since last July that all aboard returned with the crew. In New York Eastern Air Lines Vice President Jonathan Rinehart called the release a slight thaw in Cuba's attitude toward hijackings. The pilot said he did not know why the Cubans let the passengers back, but officials said negotiations between the U S and Cuba led to the decision. Previously crews ferried planes back while passengers were bused to Varadero 90 miles east of Havana, then retrieved by smaller planes. Cubans said the move was due to Jose Marti Airport’s runway length, though U S pilots say 10,000 feet is ample. The hijacked Eastern Air Lines jet was the 14th plane diverted to Cuba this year. the hijacker was described as a fat man with an automatic pistol hidden in a shirt box on his lap.
The battleship New Jersey returned to Vietnam operations and pounded North Vietnamese bunkers near Da Nang, in support of South Korean marines, with at least five enemy casualties reported. American helicopters continued to be lost, and ground fighting intensified across multiple provinces with civilian and military casualties.
High level cloudiness spread over Virginia today as a cold front approaches. Forecasters expect cooler temperatures and possible showers along the boundary as the front moves through the region.
