A delegation of over 30 from Winchester and Front Royal protested Gov Godwin’s proposed statewide sales tax in Richmond. R J Alford, hired by Front Royal Merchants Assn, presented a brief statement to the House Finance Committee, with more than a dozen speakers weighing pros and cons. He noted the opposition, while acknowledging some support, and said Virginia’s tax structure can raise revenue without unfairly burdening the poor. Continued on Page 2.
Senator Fulbright quoted President Johnson supporting the Senate Foreign Relations Committee public inquiry into Asian policy. Retired Lt. Gen. Gavin testified as the panel weighed escalation risks and the need for scrutiny of U.S. commitments in Viet Nam. Gavin urged realism about available forces and asked for a hard look at commitments.
The Senate declined to invoke cloture on the Taft-Hartley Section 14B repeal, voting 51 for and 48 against. Gen Westmoreland and other Saigon leaders attended as Moyers noted strong empathy but no unanimity on all questions. The talks centered on military plans and reforms to curb communism, with a possible extension of stays beyond Monday.
