Editor notes this is the third in a Frederick County series examining its history government resources assets and problems. The piece outlines industrial foundations and labor force roles shaping the county's development and future prospects.
The March 1964 labor force for Winchester and Frederick County stood at 16 233 with unemployment at 4.0 percent. Employment rose 10.2 percent from 1960 to 1964, driven by nonmanufacturing and manufacturing growth. Frederick County agriculture declined with 1960 64 losses, while average annual wages reached 4587 in the county and 4013 in Winchester for the year ending March 31 1965.
Winchester council urged that if a statewide two percent sales tax passes, one percent be returned to localities. Distribution would be split by point of origin and school age population. The plan ties to Winchester's cross state trade area and high per capita retail sales.
Gov Godwin’s sales tax bill faces delay as about 100 amendments clog the House Finance Committee. A 2 percent tax proposal remains under review with a new session to trim the measures and push for floor passage. Meanwhile the Norfolk Virginia Beach liquor by the drink issue heads to a Senate Welfare Committee vote amid opposition.
Richmond AP report says Gov. Godwin pressed the House Finance Committee to move the 160 million dollar sales tax measure promptly amid 100 plus amendments. He defended the escalator to 3 percent in 1968 and backed a 2 percent local share split by school age population while considering auto registration changes and funding education through local use of sales tax revenue. He also praised the education programs and critiqued exclusions from the community college plan.
Shuttle buses will shuttle attendees to Shenandoah College for the Hospital Follies with departures at 7 7 30 and 8 p m from the south lot behind Montgomery Ward. U S jet fighters pressed attacks in both North and South Viet Nam as ground forces scaled back. American toll rose over 50 percent with 89 killed, 499 wounded, eight missing. B52s joined the strike from Guam against Viet Cong groups in Tay Ninh and Phu Yen. No American losses reported.
Valery Tarsis, 60, the Soviet critic who called Communist society an insane asylum, reaches London Airport from Warsaw last night. He says he lives here now but declines to confirm if he seeks asylum in Britain. His book Ward 7, smuggled from behind the Iron Curtain, recently appeared in the West.
Senate convenes at noon with a welfare committee hearing on a local option whisky by the drink bill for Norfolk and Virginia Beach. A Courts of Justice hearing considers hospital and blood technician protections under implied consent and lowering blood alcohol from 0.15 to 0.10. House hearings on a $2.2 billion budget bill and on creating a State College Building Authority with bond powers. A Senate bill would repeal auto confiscation for revoked permits.
Vice President Hubert H. Humphrey headed for Saigon to press for action on President Johnson's demands for political economic and social progress in South Vietnam. He traveled from Los Angeles to Honolulu before continuing across the Pacific on a 10 to 12 day mission likely to include Thailand Malaysia Australia and India with New Zealand also mentioned.
Architectural Review Board ordinance passed 11 to 2 to protect structures pre 1860 in Historic Winchester. The measure creates a five member board, defines the Historic Winchester area, and inventories eligible buildings with optional owner participation and advisory permits.
President Johnson arrives back in Washington after a three day Honolulu conference with South Vietnamese leaders. He says they will meet again soon and stresses social and political progress cannot wait for an end to fighting. The 10 point communique outlines military policy and renewed efforts toward social reform.
