William Carpenter longtime Frederick County official and farmer died yesterday in Winchester Memorial Hospital at age 75. He born January 29 1891 in Frederick County served as secretary of the Electoral Board and chaired the county Democratic Committee. He is survived by four sisters and was married to Ada Blanche Carper. Funeral set for 1:30 tomorrow at Jones Funeral Home with burial in Mount Hebron Cemetery.
In Honolulu President Johnson meets South Viet Nam leaders Nguyen Van Thieu and Nguyen Cao Ky as civilian programs are urged in a broader strategy conference. Officials say no major military decisions will be made while Thieu pushes for a hard line against North Viet Nam.
Major Bowman reports the Salvation Army aided almost 400 people during a snow storm with food fuel and furniture. A anonymous donor gave a $700 check to pay bills while a disabled veteran gave $5. The Army plans to pay landlords and electric bills and supply meat and staples. A veteran with a job prospect and 65 clients received help last week.
Frederick County School Board voted to reopen all schools on Wednesday. Bus routes will run the previously announced emergency snow plan. Superintendent Robert E. Ayler urged parents to meet younger children at roads not covered by bus service. Continued on Page 2.

Dr Chappell from Woodbine Church Nashville spoke last night and will headline tonight at 7 30 with nightly services through Thursday. Dr Crawford of Calvary Washington spoke today at Braddock Street and will lead chapel services and luncheons while alternating as luncheon speaker. Crawford speaks at Lions Club tomorrow and Chappell at Ministers Coffee at Sunnyside Church.
