The report of Gerard's detention prompts an inquiry by the department. Other neutral nations hesitate to join the United States in the break. At a council meeting last night many demands were made for money and a proposition to increase taxes for the public was discussed.
Several agencies pressed for extra money from the Common Council, risking tax hikes. The Charley Rouss Fire Company requested 3000 in realty and 1600 yearly plus 375 to retire a debt. the School Board urged a 5 mils levy increase from 30 to 35 cents. Friendship Fire Company asked for 300 annually. the Street Committee sought 500 for a new concrete mixer. With only 427.98 in treasury and a loss of 800 from auditorium rent, the three hour meeting grew lively as committees from the three groups spoke and the council debated funding options.
The Standard Limestone Company plant at Kearneysville Jefferson County West Virginia was destroyed by fire yesterday with at least 50000 dollars in property loss and business losses expected to exceed that. The fire started in the boiler room and lacked firefighting equipment hindered containment. The plant supplied material to Pittsburgh district steel and armorplate mills. Daniel Baker of Baltimore is company president. A rumor of arson by a foreigner was denied.
The Port Loudoun Seminary Gamma Alpha Literary Society held a weekly meeting on a Saturday evening in February. The program included quotations from Coleridge, vocal and piano solos by several students, a violin obligato, a Spanish reading, and a vocal duet, closing with a continued note on the next page.
Judge Frank B. Whiting of the Corporation Court enters an order naming Shirley Carter Hermann H. Hable and H. C. Sheetz to the local board of review. Their terms begin February 1 and run for one year. The two latter are current members of the common council finance committee.

Prices paid today in wheat markets show spot wheat at $LS0 and corn at $1.12. Winchester dealers offered $1.65 for wheat after the Baltimore market closed this afternoon.

The Charley Rouss Fire Company and the Rouss Hook and Ladder Company proposed consolidation and transfer of the Rouss truck house, plus a higher city appropriation. The Common Council's Fire Committee report urged consolidation but was rejected at last night’s meeting.
Reports from London indicate four more British steamers destroyed by German submarines. The Saxon-Briton of 1887 tons and the Azuc of 3074 tons were sunk. Vestra and Crown Point also reported lost. Two men perished on the Saxon-Briton. the captain and 11 crew members were saved, with twelve Azuc sailors landed.
The funeral for the infant child of Mr. and Mrs. Robert Fletcher, who died yesterday from pneumonia, was held today with the interment conducted.
Prominent local businessmen met at City Hall on prom night to discuss organizing a Chamber of Commerce for Winchester. The plan, presented by Fred Richardson of the American City Bureau, aims to follow a proven model used in towns of similar size, with broad study before formal formation.
Malcomb R. McAdoo, brother of the Treasury Secretary, testified before the House rules committee denying any involvement in transactions linked to President Wilson's peace notes. Miss Ruth Yost has returned home from Baltimore where she was in hospital for treatment. She is much improved. Mr Charles R Beck of the Hotel St Andrew in New York is spending several days in town and is registered at the Evans hotel.
Common Council discussed City Manager Field's plan to widen West Water street at Main, Bell's Corner. If approved, a land strip now housing Bell's store and Dr William A Bell estate buildings would be acquired and set back to align with Grace Lutheran Church, extending the street by about ten feet.
Mr W L Fultz announces a $29.90 round trip from Washington to Fort Pierce Florida for tickets bought February 13. The trip lasts 21 days and aims to attract Frederick County buyers to land in Saint Lucie county. Weather reports show limited frost damage and Florida's citrus region is highlighted for potential buyers.
The State Department reported Ambassador Gerard is missing with strong belief he is detained in Berlin. Secretary Lansing said steps would be taken through Spain to investigate the detention while noting the seriousness of the incident and possible implications for U.S. interests. The berne dated message added uncertainty about his location since Monday.
In Frederick County Circuit Court a dispute over a Jacobus Steiner violin claimed by Geo H Hooff of Jefferson County West Virginia against Ernest B Kitchen of Frederick continues. The instrument, valued between 1000 and 4000 dollars, remains the subject of testimony led by the Star witness Er M Jones from Charles Town.
Indianapolis Feb 7 The state wide prohibition bill is readied for the governor's signature as the House of Delegates concurs in the Senate measure without dissent. Governor Goodrich, a strong advocate, will sign. The law makes Indiana dry after April 1918 and liquor interests plan to test it in the Supreme Court of Appeals.
President Wilson investigates reported seizures of German ships in American ports by federal officials. If actions occurred at Manila Honolulu and other ports the government will issue a prompt disavowal and order vessels released forthwith.
