Men Pilloried For Refusing Fines In Paintsville
In Paintsville Kentucky three unemployed men James Price 25 William Dills 25 and Oscar Pelphrey 22 were jailed for drunkenness and not paying fines. They were chained to posts and a tree with a 25 pound iron ball on each chain for two hours as crowds watched. Judge Patrick ordered their return to jail until they work off the $28.50 fines at one dollar a day.
