Sheriff forms response team to replace drug task force
Sheriff Paul Hastings announced the dismantling of the Hays County Drug Task Force effective October 1, but a new 12 member response team with four hostage negotiators will begin training in October and finish by April 1995. The unit, housed in the Sheriff’s Department, will handle raids, hostage situations, and related high training needs while also performing other duties. Ellis Johnson of Houston will train the team.

Hastings outlines five year plan for county policing needs
Hastings describes a five year plan for Hays County police services focusing on training and quality personnel. He warns some services could be curtailed if budgets tighten, noting possible reduced deputy visits during burglaries. The shift from rural to suburban may bring urban ills like gangs and drive by shootings, with a choice to control crime now or five years hence.
