County commissioners deviated from bid specs by rebidding the flexible base contract for the year. Bids opened by purchasing agent Cindy Casparis were not returned unopened as policy requires. Colorado Materials won precincts 1 and 3 at $2 per ton over Centex Materials, with hauling awarded to the lowest bidder. Casparis was not listed among key personnel. The court noted the hauling bid could not be awarded before rebid. Rebid could save up to $15 per load if bids stay identical.
