Governor Pennington of Dakota Opens Black Hills Settlement Era

John L. Pennington became the fifth territorial governor of Dakota in 1874 succeeding Burbank. An Indiana native, he presided as thousands streamed into the Black Hills gold fields. After leaving office in 1878 he stayed in Yankton, built a business block, joined the newspaper trade, and died in 1900 at age seventy.
