Change Rules in U S Land Contests
New rules limit appeals to the secretary of the interior to thirty days and empower local registers to decide more cases locally. Notices by registered mail count as service, and automatic admissions occur if a contestee fails to answer. Rehearing replaces some reviews, speeding up litigation and reducing workload. The changes take effect February 1, 1911.
