In Bismarck North Dakota on December 7 the state board of pardons refused to grant a pardon sought by Joseph Till of Pembina county after nearly a decade of effort. The decision followed refusals affecting several inmates including Charles Peltier whose death sentence was commuted to life due to youth, with Joe Peltier facing execution February 5. D. M. Noah’s application was withdrawn and Carl Hanson’s life term was denied.
